School Literacy and Numeracy

Indicator Rationale

A well educated population is a basic component of sustainable development.  Establishing the basics of literacy and numeracy in the early years of schooling establishes a firm foundation and prepares young people for further education (Victorian Curriculum and Assessment Authority, 2006).  Cultivating a positive attitude to learning also assists in countering social and educational disadvantage and is critically important to Australia’s future (Department of Education, Science and Training, 2006).

The Curriculum and Standards Framework (CSF) is the basis for standards-based assessment in Victoria.  The CSF Standards are measurable and able to assist good decision-making by educators, students, parents and policy makers.  “It supports schools in developing and delivering programs by providing a strong focus for teaching and learning (the curriculum) and clear statements of what students are expected to achieve (the standards)” (Victorian Curriculum and Assessment Authority, 2006).
